Copying from Wikipedia

Yesterday I noticed an anonymous user added some material that was copied from Wikipedia. Of course I know it is legal to copy material from Wikipedia, but I became curious as to what the policy actually is in tinWiki concerning that form of entering material. I had at the back of my mind, I guess, that links to other wikis are not supposed to be used, but I wasn't really able to remember nor find any information about specifically copying material from public domain information sources like that, "whole-sale" or parts.

On a side note, I want to just express that I felt kind of bad after I mentioned the topic to the anonymous user on his or her talk page, and saw that the user then deleted the contributions, I felt bad because I felt I had been discouraging or such when in fact I do not know what the policy is. Anyway, it wasn't my intention to be discouraging, I merely wanted to mention that I wasn't sure what the policy is, but that there is a policy of not linking to other wikis.
