It does not intended to indentify a device all of the time due to dynamic assignment and (NAT) Network Address Translation. The (IANA) Internet Assigned Numbers Authority manages and assigns public IP Addresses.
[edit] Numbering SchemeThere are four numbers in an IPv4 address, which is currently in use. (0.0.0.0) IPv4 uses 32-bit addresses. IPv4 addresses are represented in dotted-decimial notation (four numbers each ranging from 0 to 255, separated by dots. (192.182.29.120) IPv4 uses 128-bit addresses. IPv6 addresses are represented by netblocks. Example: 2839:8db8:85a3:28d3:1319:8a2e:0370:3821 There are also three classes. - Class A - supports 16 million hosts on each of 126 networks - Class B - supports 65,000 hosts on each of 16,000 networks - Class C - supports 254 hosts on each of 2 million networks Unassigned IP addresses are running out, so a new system is being implemented called CIDR. [edit] Static & Dynamic IP AddressesThere are static & dymanic IP addresses that are utiliezed currently. Static IP addresses are manually assigned by network administrators either through the operating system or command-line. Static IP addresses are usually utilized if a device needs to be accessed remotely. Dynamic IP addresses are assigned by (DHCP) Dynamic Host Configuration Protocol servers. Use of these servers are a way of assigning IP address without a network administrator assigning IP addresses to each individual networked device.
