Anything created by the government, or individuals employed by the government at the time of publication is unprotected. Anything published between 1923 and 1949 is free. Anything created, protected, but not published between 1923 and 1949 is covered by applicable state laws. Nothing copyrighted since 1978 is out of protection legally, but obviously some have been orphaned, meaning that there is no living heir to the copyright to complain. The short answer is, if the photographs in question are from a book that was first published before between 1909 and 1949, you can use it here.

This article is not an encyclopedic article about the topic image use policy. It is, rather, an internal tinWiki information that relates to how we who use tinWiki should do things. All such pages belong, if I get this right, in the "name space" "TinWiki.org". Of course, there are many pages that already begin, that way, with "TinWiki.org:" and then the actual page title follows after the colons. Help pages and such pages begin like that. Btw., some pages begin with just "TinWiki" or perhaps "Tinwiki" (no upper case on the "w"). Those should perhaps also be moved to "TinWiki.org", since it seems "TinWiki" (or "Tinwiki") is not an actual namespace (but I could be wrong). Anyway, not sure how well described this was, but what it's about is, of course, just 'practicalities' and ways of organizing the pages here in a nice and easy-to-get-an-overview-over way...
