The United States Receipt and Response, or USRR, is a little-known quasi-government agency that has managed to keep itself well under the radar in its operations for over sixty years. On the rare occasion that the acronym is mentioned, most people tend to think it is referring to the United States Rail Road (there is no such organization), or a misspelled reference to the old Soviet "USSR". Affectionately known as "Rent-a-Riot" by insiders, it is responsible for creating fake democratic movements in third-world countries, effectively manufacturing a reason for the United States to propose action. However, the actions of key personnel within the Bush/Cheney administration have led many to believe that the USRR has been operating within the United States to influence political motives behind sensitive issues.
[edit] Early HistoryThe USRR began life as the OSS (Office of Strategic Services), an agency which used various contraband, such as drugs and weapons, to fund and arm resistance movements in countries whose current leadership wasn't beneficial enough to the United States. At this time the OSS was headed by Wendell Cunningham and Homer Osprey. Although only a two-man office, they managed to funnel millions of francs to Vichy Nazi sympathizers to foil elections for union leadership on the Marseilles docks in 1943-44. They also moved money and weapons to pro-Mussolini forces and the Sicilian Mafia to prevent a communist takeover in Sicily, and also to disrupt Italian elections. Shortly after the end of World War II, Cunningham and Osprey left the agency and it became a CIA satellite office with new management. Publicly, it became International Travel & Freight, a supposed travel agency, directed by Arthur Camden, with an extremely strange fare system and even stranger travel arrangements. The oddities surrounding the "travel agency" can be illustrated by a quote from Jack Simco, a former IT&F agent: "We did fly some people and carry some private freight but Artie always kept his rates about twice the norm and scheduled stopovers in some of the world's most misbegotten shit holes, so that few people actually booked any flights through us. We supplemented our incomes best we could, brokering a little drugs here, guns there, phony passports, arranging flights for German Nazis to Cleveland and Milwaukee for the Agency; same deal to South America. Still, there's more than a few who are probably still not aware that they might have flown the infamous CIA Air America air line by booking a flight with IT&F. They could have had 40 lbs. of C-4 or a duffel bag full of heroin under there seat and not been aware of it. I can't count the times I saw rocket launchers stuffed in the overhead." A brief glance through the sources provided at the bottom of this article provide the reader with multiple witness statements regarding the nature of IT&F through the Vietnam conflict and beyond. [edit] Halliburton Steps InIn 1998, Dick Cheney made the decision for Halliburton to purchase IT&F. It is all but admitted that they are driving force behind failed overthrow attempts in countries such as Venezuela, Bolivia, Brazil and Zimbabwe. These attempts are blown off in such a way that blame other interest groups, as the following quote from Chaz Abrams of Halliburton entails: "All this requires immense coordination and cooperation that just isn't there. We're pleased that Dick [Cheney] appreciates our work, but we stand by the statement that we could do even better if all of these people that have an interest in thwarting democratic elections would just butt out and let us do our work." However, controversy surrounding the Florida presidential recounts in 2000 suggest the possibility that USRR conducts operations within the United States as well. GOP spokespeople confirmed that at least 750 Republican activists were sent to Florida to help oppose the recount, and among the mob of other protestors were many people described as "out-of-towners" by local residents. During the protest, London Sunday Times correspondent Tom Rhodes claimed he overheard one protester on a cellphone bragging that he had tipped off Bush campaign strategist Karl Rove about the rally and its effects on the recount process. This, along with the presence of Elizabeth Ross (Senate Majority Leader Trent Lott's aide) and Thomas Pyle (an aide to House Majority Whip Tom Delay), the call suggested that several of these individuals were more than simple protestors. The binding factor of this incident was when John Sweeney, a Republican senator from New York, reportedly issued an order from his office in Miami: "Shut it down." This was reported in the Wall Street Journal by Paul Gigot. Within minutes of this order, many of the protestors began pounding on the walls and windows of the recount office, ane reportedly attempted to break through, which effectively brought the recount office to a halt. [edit] USRR - Not The Railroad ServiceWhile speculation will forever surround the 2000 recounts, this article is not a platform for claims of a stolen election. However, given the USRR's connection with Halliburton, which links to Vice President Dick Cheney, a highly questionable series of connections are formed which in turn present an ironic conflict of interest. Regardless, it is certainly possible that a name can finally be given "them", one of the tools that many speculate are the highly secretive influence behind all things political.
